What is the scaffolding course

The scaffolding course is professional training, after successful completion of which you receive a scaffolder's licence card — the document authorising you to erect and dismantle scaffolding. Under § 14 ods. 1 of Decree No. 147/2013 Coll., a natural person may carry out the erection and dismantling of scaffolding only on the basis of a valid scaffolder's licence card. The course is intended for workers in construction and maintenance, as well as for companies that must ensure that scaffolding is erected only by authorised persons.

Education and training for scaffolders falls under group 07.2 (BOZP (occupational health and safety) for work at height) pursuant to Annex No. 2 of Act No. 124/2006 Coll.; the details are governed by Decree No. 356/2007 Coll. The licence card is issued by a person authorised to conduct education and training. Who the course is intended for

The course is aimed at individuals who want to obtain a scaffolder's licence card and improve their employment prospects in construction, and at companies that are legally required to ensure authorised erection of scaffolding.

For the individual

A scaffolder's licence card is a sought-after qualification in construction, thermal insulation, façade installation and building maintenance. Because this work is performed at height with a high risk of falling, a qualified scaffolder has a stable position in the labour market, and a valid licence card is often a condition of employment.

For the company and employer

Under § 6 of Act No. 124/2006 Coll. you are required to ensure workplace safety, and under § 12 ods. 2 písm. d) an employee may erect scaffolding only on the basis of a licence card pursuant to § 16 ods. 1 and only if you have authorised them to perform that activity. The licence card is tied to the individual — everyone who erects or dismantles scaffolding must hold one. An inspection without a valid licence card carries the risk of a fine, and in the event of an accident, also criminal liability.

Types of scaffolding

Scaffolding varies in structure, material and intended use. We tailor the course content and the scope of the licence card to the types of scaffolding your company actually erects.

  • Tube-and-coupler scaffolding — assembled from tubes and couplers; versatile, adaptable to complex façades.
  • Modular (system, frame) scaffolding — made from standardised frames and components; fast to erect, most commonly used for façades.
  • Mobile and free-standing scaffolding — mobile towers on wheels for indoor and outdoor work.
  • Shoring scaffolding — supports formwork and load during concrete and assembly work.
  • Timber scaffolding and construction platform hoists — for specific construction situations.

Structural safety: under § 14 ods. 3 of Decree No. 147/2013 Coll., scaffolding is handed over for use only after complete assembly and must have ensured structural rigidity and stability (bracing, anchoring, propping). This is precisely why professional erection by a scaffolder holding a licence card is critical.

Course content and final examination

The course combines theoretical instruction with practical training and concludes with a knowledge assessment. It is based on Decree No. 356/2007 Coll. (group 07.2) and may be delivered only by a person authorised to conduct education and training.

Theoretical and practical component

In the theory part you cover the legal regulations, types and construction of scaffolding, requirements for its rigidity, stability and anchoring, principles of work at height, and fall protection. The practical training focuses on the safe erection, dismantling and inspection of scaffolding, and on the correct use of personal fall-protection equipment.

Final examination

Professional knowledge is assessed by a written test and a practical examination before an examination board. On successful completion, the scaffolder's licence card is issued in the scope of the scaffolding types for which the participant was trained.

Legal basis, obligations and sanctions

The erection and dismantling of scaffolding is governed by binding legal regulations, which must be distinguished from technical standards (STN) (those provide the technical basis for construction but are not law in themselves).

Key regulations

Under § 14 ods. 1 of Decree No. 147/2013 Coll., scaffolding may be erected only by a person holding a valid scaffolder's licence card. The scaffolder is listed in Annex No. 1a písm. p) of Act No. 124/2006 Coll. among activities requiring a licence card; this is the licence card pursuant to § 16 ods. 1 písm. a) point 2, issued by a person authorised to conduct education and training. Conditions of issue include a minimum age of 18 years and medical fitness (§ 16 ods. 2 a 4).

Sanctions for breach

If the labour inspectorate finds that scaffolding is being erected by a person without a valid licence card, fines are imposed under § 19 of Act No. 125/2006 Coll.:

Note on the type of document. A scaffolder receives a scaffolder's licence card (§ 16 ods. 1 písm. a) of Act No. 124/2006 Coll.), not a 'document confirming completion of education and training' under letter b) — that applies only to operators of construction and agricultural machinery. The scaffolder's licence card is issued by a person authorised to conduct education and training, not the labour inspectorate.

Document, validity and renewal

On successful completion you receive the scaffolder's licence card, which under § 16 ods. 5 of Act No. 124/2006 Coll. is issued for an indefinite period. Its validity is, however, conditional on the continuous fulfilment of obligations (§ 16 ods. 12) — neglecting these means you may not legally erect scaffolding:

  • Repeated familiarisation: for work at height above 1.5 m (and therefore also for scaffolding erection) this is carried out at least once every 12 months pursuant to § 3 ods. 1 of Decree No. 147/2013 Coll. (a shorter interval than the general 3 years under § 7 ods. 5 of Act No. 124/2006 Coll.). It also includes the selection and use of personal fall-protection equipment.
  • Update training (AOP): the licence card holder must complete it within 5 years of issue and then again within 5 years thereafter (§ 16 ods. 8 of Act No. 124/2006 Coll.).
  • Preventive medical examination (LPP): medical fitness must be renewed within 5 years (§ 16 ods. 6); if lost, the licence card ceases to be valid.

Note a common mistake: repeated familiarisation (every 12 months) and update training (every 5 years) are two separate obligations — one does not replace the other. We can track and remind your company of both intervals so that your scaffolders' licence cards remain valid.

How to obtain a scaffolder's licence card — procedure

Getting a scaffolder's licence card involves six steps — our team guides you from the medical certificate to the issue of the licence card.

  1. Medical fitness certificate Obtain a medical certificate of fitness for work (including work at height) — it must not be more than six months old when the licence card is issued (§ 16 ods. 4 of Act No. 124/2006 Coll.).

  4. Practical training Participants practise, under supervision, the safe erection, dismantling and inspection of scaffolding, including the correct use of personal fall-protection equipment.

  5. Final examination Professional knowledge is assessed by a written test and a practical examination before an examination board.

  6. Issue of the scaffolder's licence card On successful completion, the authorised education and training provider issues your scaffolder's licence card. We will notify you of the intervals for repeated familiarisation (12 months), the medical examination, and the update training.

The “Scaffolders – assembly and work on scaffolding” course is professional training for company employees who erect, alter and dismantle scaffolding (tube, supporting, mobile, timber). It covers theory as well as practical training in safe assembly and dismantling and the principles of working at height. After passing the test and the practical examination, the graduate obtains a scaffolder's licence card.

It is intended for employees who assemble and dismantle scaffolding – construction companies, assembly crews, maintenance and implementation teams working at height. A participant must be at least 18 years old and medically fit for work at height. It is also suitable for employers who, under § 6 a § 12 of Act No. 124/2006 Coll., must ensure that scaffolding is erected by authorised personnel. We provide training directly at your company or on the construction site.

After completing the theory, the written test and the practical examination, each participant obtains a scaffolder's licence card. Under § 14 ods. 1 of Decree No. 147/2013 Coll., scaffolding may be assembled and dismantled only by a person holding a valid scaffolder's licence card. This is a licence card under § 16 ods. 1 písm. a) of Act No. 124/2006 Coll. (not a “record of completed education and training” under písm. b), which concerns the operation of machinery).

The scaffolder's licence card is issued by a person authorised to provide education and training (a training facility authorised by the National Labour Inspectorate), not by the labour inspectorate. This follows from § 16 ods. 1 písm. a) bodu 2 of Act No. 124/2006 Coll.

The course covers tube scaffolding, prefabricated (system, frame) scaffolding, mobile and free-standing scaffolding, supporting scaffolding, and optionally timber scaffolding and construction platform hoists. We adapt the content and scope of the licence card to the types of scaffolding your company actually erects.

For work at height above 1.5 m – which includes assembling scaffolding – refresher familiarisation is carried out at least once every 12 months under § 3 ods. 1 of Decree No. 147/2013 Coll. This is a shorter interval than the general three years under § 7 ods. 5 of Act No. 124/2006 Coll. The familiarisation also includes the selection and use of fall-protection equipment.

General refresher familiarisation under § 7 ods. 5 of Act No. 124/2006 Coll. is at least once every three years (36 months), but this applies only where a special regulation does not lay down a shorter interval. For work at height above 1.5 m such a shorter interval exists – 12 months under § 3 ods. 1 of Decree No. 147/2013 Coll. For a scaffolder, therefore, a 12-month cycle applies, not a 36-month one.

Refresher professional training (AOP) is a repeated renewal of knowledge that the licence-card holder must complete within five years of issue and thereafter always within five years, under § 16 ods. 8 of Act No. 124/2006 Coll. AOP is a separate obligation – it does not replace the 12-month refresher familiarisation, or vice versa.

An applicant must be at least 18 years old and medically fit under § 16 ods. 2 of Act No. 124/2006 Coll. Medical fitness is evidenced by a medical assessment no older than six months (§ 16 ods. 4), issued on the basis of a preventive medical examination in relation to work at height.

The course includes theoretical preparation (regulations, types and construction of scaffolding, rigidity and stability requirements, working at height) and practical training in the safe assembly, dismantling and inspection of scaffolding, including the correct use of personal fall-protection equipment. It is based on Decree No. 356/2007 Coll. (group 07.2).

Professional knowledge is verified by a written test and a practical examination before an examination board. After successful completion, a scaffolder's licence card is issued covering the types of scaffolding for which the participant was trained.

Under § 16 ods. 5 of Act No. 124/2006 Coll., the licence card is issued for an indefinite period. However, it becomes invalid if the holder does not undergo a preventive medical examination (within 5 years, § 16 ods. 6), fails to complete refresher professional training (within 5 years, § 16 ods. 8) or has the licence card withdrawn (§ 16 ods. 12).

Under § 19 of Act No. 125/2006 Coll., an employer faces a fine of up to EUR 100 000, for a serious breach from EUR 1 000 to 200 000, and for an activity without a licence card from EUR 300 to 33 000. In the case of an accident causing serious harm the fine is at least EUR 20 000, and in the case of death at least EUR 33 000. The licence card is tied to a specific person, so everyone who assembles or dismantles scaffolding must hold one.
