For foreign companies without a registered seat in Slovakia, we provide authorised-representative services for extended producer responsibility (EPR) (in Slovak: RZV), covering all reserved products: packaging, electrical equipment, batteries and accumulators, tyres, vehicles and non-packaging products. We take care of registration in the Register of Producers of Reserved Products (Register výrobcov vyhradeného výrobku), contracts with producer responsibility organisations (PRO) (in Slovak: OZV), reports and communication with the authorities. All in accordance with § 27 ods. 18 to 20 of Act No. 79/2015 Coll. on Waste (zákon č. 79/2015 Z. z.) and Regulation (EU) 2025/40 on packaging (PPWR).

Short answer
Every producer of a reserved product that has no seat or place of business in Slovakia must appoint an authorised representative (§ 27 ods. 18 of Act No. 79/2015 Coll.). This applies to foreign companies that supply goods directly to customers in Slovakia, whether households or companies that consume it for their own activity. Since almost every product is packaged, this applies in practice to nearly every foreign company with direct supplies to Slovakia. The authorisation must be in writing, must cover all of the producer's rights and duties, and is granted for at least one year. Supplying goods to Slovakia without a Slovak company? We'll take the legal duties off your hands
Every shipment you send to a customer in Slovakia also brings packaging onto the Slovak market: boxes, films, fillers or pallets. If you sell electrical equipment, batteries, tyres, vehicles, paper, printed matter, selected plastic products or glass, you also place the reserved products themselves on the market. As their producer, you are responsible for their waste. Since you have no registered seat or place of business in Slovakia, the law requires you to fulfil these duties through an authorised representative with a seat in Slovakia.
Note that this isn't only about sales to consumers. The PPWR regulation also treats as an end user a company to which the product was supplied for its industrial or professional activity and which does not resell it (čl. 3 ods. 1 bod 23). A foreign supplier that sends packaged goods directly to a Slovak factory, construction site, hospital or restaurant is therefore, for packaging purposes, a producer in Slovakia just like an e-shop.
An authorised representative is not just a contact address. Under § 27 ods. 20 they are responsible for fulfilling all of the producer's duties and act in doing so in their own name. That's why we always clearly divide with you what we will handle and what remains up to you.

Answer three questions:
You have no registered seat or place of business in Slovakia, for example an organisational unit?
You supply goods directly to customers in Slovakia, meaning households or companies that consume it themselves and don't resell it?
Your goods are packaged or count as a reserved product, that is electrical equipment, batteries, tyres, vehicles or non-packaging products?

Which companies the service is for
E-shops and online sellers
E-shops from other EU member states as well as from non-EU countries that send shipments to Slovak customers, including sales through online platforms. The platform must obtain information about your registration in Slovakia and your self-certification before making its services available (čl. 45 ods. 4 PPWR).
Suppliers to companies (B2B)
Foreign manufacturers and wholesalers that supply raw materials, materials, spare parts, chemicals, consumables, food for the hospitality sector or medical supplies directly to Slovak companies. They place mainly packaging on the Slovak market: pallets, films, boxes and fillers (čl. 3 ods. 1 bod 15 and bod 23 PPWR).
Suppliers of machinery, lines and technology
Manufacturers of machinery and equipment that supply and install it directly at Slovak customers' premises. They place packaging on the market (crates, pallets, films) and, depending on the sale, electrical equipment as well.
Sellers of electrical equipment and batteries
Foreign sellers of electronics, appliances, tools, luminaires, photovoltaics or electric bicycles. A producer of electrical equipment is also a company with a seat abroad that sells in Slovakia by means of distance communication directly to households or to other users as well (§ 32 ods. 16 písm. d) of the Waste Act). A producer of batteries and accumulators is whoever first places them on the Slovak market, including through distance selling and even when they are part of appliances or vehicles (§ 42 ods. 14).
Tyre sellers
Foreign tyre shops and wholesalers that place tyres on the Slovak market on a standalone basis, regardless of the sales method, including under a contract concluded at a distance (§ 69 ods. 6 and 7).
Printers, publishers and suppliers of paper, plastics and glass
Companies that transport to Slovakia and place non-packaging products on the market: paper and cardboard including printed products (leaflets, catalogues, magazines), products made of selected plastics, or glass including flat glass (§ 73 ods. 3 and 4). Books, sanitary paper and plastic products for industrial use are exempt.
Vehicle sellers
Vehicle manufacturers or their representatives when placing a vehicle on the Slovak market (§ 60 ods. 9 and 10). We will assess the scope of duties individually.

Who doesn't need an authorised representative
In fairness, here's also when we won't sell you this service:
- You sell only through a Slovak distributor or importer. The producer is, as a rule, whoever first makes the goods available in Slovakia from Slovak territory (for packaging čl. 3 ods. 1 bod 15 písm. a) a b) PPWR, for electrical equipment § 32 ods. 16 písm. c)). We're happy to assess your specific situation.
- You have an organisational unit or other place of business in Slovakia. In that case you fulfil the producer's duties yourself, without an authorised representative.
- For packaging, you place less than 100 kg a year on the Slovak market. The Waste Act exempts you, among other things, from the duty to appoint an authorised representative (§ 54 ods. 6). The PPWR regulation in čl. 45 ods. 3 does not set such a threshold and Slovak law is still being aligned with it, so we recommend an individual assessment.
What we'll arrange for you
Registration and authorisation
We will prepare a bilingual Slovak-English contract and power of attorney to the extent required by § 27 ods. 19 of the Waste Act. We will register you in the Register of Producers of Reserved Products, kept by the Ministry of Environment of the Slovak Republic, for every reserved product you place on the market. Once the producer register under čl. 44 PPWR is established, we will register you there as well.
Contracts with producer responsibility organisations
For every reserved product we will conclude a contract with a producer responsibility organisation (PRO), and for batteries potentially with a third party. You can choose the PRO yourself, or we'll recommend a suitable one.
Records, reports and fees
We keep records of the products and packaging you place on the Slovak market. We file reports with the PRO and the authorities within the statutory deadlines and pay the fees from your advance deposits. We collect the data from you using a simple template.
Authorities, inspections and legislation
We communicate with the authorities, handle their requests and stand by you during an inspection. We monitor the amendment to the Waste Act, the implementing acts to the PPWR and Regulation (EU) 2023/1542 on batteries, and we inform you of changes in good time.
What remains up to you
- Accurate and complete data on the quantities of products and packaging, by the agreed deadlines. You are responsible for their accuracy.
- Advance deposits for PRO fees.
- Requirements for the product and packaging itself: material requirements, labelling, technical documentation and the EU declaration of conformity are the manufacturer's duty. For packaging, we can help you with these as an additional service.
- Cooperation during inspections and notification of changes: new product range, a significant change in volumes or the end of supplies to Slovakia.

Why deal with this right now
- The PPWR has applied since 12 August 2026. A foreign company that supplies packaged goods directly to end users in Slovakia, including companies, is also a producer of packaging.
- Guidance of the Ministry of Environment of the Slovak Republic of 4 August 2026 states that, from 12 August 2026, the PPWR's definition of a packaging producer applies and the original definition in § 52 ods. 11 of the Waste Act ceases to be valid. An amendment to the Waste Act is being prepared.
- Penalties for breaching the PPWR will be set by Slovakia by 12 February 2027 (čl. 68 ods. 1 PPWR). According to the guidance of the Ministry of Environment of the Slovak Republic, in the event of non-compliance the supervisory authority must first call for remedy and allow a reasonable period.

Frequently asked questions – Authorised representative (EPR)
Every producer of a reserved product that has no seat or place of business in Slovakia (§ 27 ods. 18 of Act No. 79/2015 Coll.). Reserved products are electrical equipment, batteries and accumulators, packaging, vehicles, tyres and non-packaging products (§ 27 ods. 2).
Yes. For packaging, an end user also includes a company to which the product was supplied for its industrial or professional activity and which does not resell it (čl. 3 ods. 1 bod 23 PPWR). For electrical equipment, the law refers to selling directly to households „or to other users as well“ (§ 32 ods. 16 písm. d) of the Waste Act).
For packaging (crates, pallets, films), generally yes, if the customer uses the machine and does not resell it. Whether the duties also apply to the machine itself as electrical equipment depends on the type of equipment and the sales method. We'll assess this individually.
Generally not. The producer is usually whoever first makes the goods available in Slovakia from Slovak territory. For packaging this is governed by čl. 3 ods. 1 bod 15 písm. a) and b) PPWR, for electrical equipment by § 32 ods. 16 písm. c) of the Waste Act. We're happy to assess your specific situation.
No. The duty to appoint an authorised representative applies to a producer that has no seat or place of business in Slovakia (§ 27 ods. 18). If you have a place of business in Slovakia, you fulfil the producer's duties yourself.
It is not enough. For packaging, the producer registers in every member state in which it first makes packaging available (čl. 44 ods. 2 PPWR). For all reserved products, entry in the Slovak Register of Producers of Reserved Products is required before placing the product on the Slovak market (§ 30 ods. 1 of the Waste Act).
For packaging, a producer that places less than 100 kg of packaging per calendar year on the Slovak market is, among other things, exempt from the duty to appoint an authorised representative (§ 54 ods. 6 of the Waste Act). The PPWR regulation in čl. 45 ods. 3 does not set such a threshold and Slovak law is still being aligned with it. For other reserved products no such exemption applies, so we recommend an assessment.
Leaflets and catalogues are printed products, meaning non-packaging products (§ 73 ods. 3 of the Waste Act). The producer is whoever transports them to Slovakia and places them on the market (§ 73 ods. 4). That may be you or your Slovak client, depending on how the supply is set up. We'll assess this together.
A PRO arranges collection and recycling, and the producer pays it fees for this. An authorised representative is your legal representative who, in its own name, fulfils all of the producer's duties, including concluding the contract with the PRO. Individual fulfilment requires authorisation (§ 30 ods. 2) and, for packaging that ends up in municipal waste, is not possible (§ 54 ods. 3).
Under the authorisation, they are responsible for fulfilling all of the producer's duties under the Waste Act and act in doing so in their own name (§ 27 ods. 20). You are responsible for the accuracy of the data you provide to us.
For at least one year. It must be in writing and in a scope that ensures the representative assumes all of the producer's rights and duties (§ 27 ods. 19).
Before placing the product on the Slovak market. A producer that is not registered in the Register of Producers of Reserved Products may not place products on the Slovak market (§ 30 ods. 1). If you are already supplying goods to Slovakia, we'll set everything up as soon as possible.
