What OPP covers and why every company must have it
Fire protection (OPP) is neither a voluntary service nor „paperwork for the drawer“ — it is a set of statutory obligations that in Slovakia must be met by virtually every legal entity and self-employed person who employs people or uses buildings and premises for business. The whole area is governed by Act No. 314/2001 Coll. on fire protection as amended and its principal implementing Decree of the Ministry of the Interior of the Slovak Republic No. 121/2002 Coll. on fire prevention as amended. Both are fully in force as of 2026 and untouched by newer decrees.
It is essential to know who is responsible for OPP. Under § 6 ods. 1 of Act No. 314/2001 Coll., responsibility for meeting a legal entity's fire-protection obligations rests with its statutory body — that is, the managing director; in the case of a collective body, the person it authorises, and in the case of a self-employed person, that person or their responsible representative. Where premises are leased, responsibility for OPP lies with the owner or administrator of the building, unless the lease agreement provides otherwise with the tenant (§ 6 ods. 2). This means that even when the agenda is physically handled by a fire protection technician, legal responsibility and the risk of a fine remain with the company's management.

Your OPP obligations and how we take them over
The main obligations of a legal entity and a self-employed person in the area of preventing the outbreak of fires are listed in § 4 of Act No. 314/2001 Coll., followed by obligations focused on fighting fires and creating conditions for their suppression under § 5. In practice this means above all:
- ensuring the performance of preventive fire-safety inspections in buildings and premises and remedying any identified deficiencies (§ 4);
- determining places with an increased risk of fire and marking them with the relevant orders, prohibitions and instructions (§ 4);
- arranging regular training and verification of knowledge of employees on fire protection (§ 4 písm. e);
- drawing up, keeping and maintaining OPP documentation in line with the actual situation (§ 4);
- allowing the state fire supervision authority and the municipality access to buildings for inspection and providing the necessary documents (§ 4 písm. h);
- procuring and keeping in working order suitable types of fire equipment, physical means of fire protection and water sources for firefighting (§ 5) — in practice mainly fire extinguishers, fire water mains and hydrants;
- marking and keeping permanently clear the escape routes, emergency exits and access to energy shut-offs and to fire equipment (§ 5);
- carrying out a practice fire alarm at least once every 12 months in buildings where conditions for evacuating people are not straightforward (§ 5 písm. e);
- establishing fire patrols and ensuring their operational readiness (§ 5 písm. h).
This is a long and technically demanding list — and we take all of it over. Below you will find our proven 8-step procedure for taking over the OPP agenda, which guides you from the first survey through to ongoing supervision and representation during an inspection.
Free initial consultation and survey of the premises. We visit your company and map the buildings, the activities carried out and the risks. We assess which obligations under § 4 and § 5 of Act No. 314/2001 Coll. apply to you and to what extent. The outcome is a clear plan and a tailored quote.
Determining places with an increased risk of fire. Our fire protection technician determines the risk areas and the number of fire patrol members under § 9 ods. 2 of Act No. 314/2001 Coll. We mark these places with the relevant orders, prohibitions and instructions in accordance with § 4 of the Act.
Preparing complete OPP documentation. We prepare the documentation under § 24 of Decree No. 121/2002 Coll. — the fire identification card, workplace fire rules, fire alarm directives, fire evacuation plans, the fire log book and other necessary documents. The documentation is prepared by the fire protection technician in written form and bears their name, signature and date.
Setting up preventive fire-safety inspections. We introduce inspections within the statutory intervals according to the type of building — every 3 months in other buildings, every 6 months in offices, and every 12 months in residential buildings and premises with occasional workplaces (§ 14 ods. 1 of Decree No. 121/2002 Coll.).
Training of employees and managerial employees. We arrange training within the statutory intervals — at least once every 24 months for managerial and other employees (§ 21 ods. 1 of Decree No. 121/2002 Coll.), with verification of knowledge and a complete record. We train new hires after assignment to the workplace, before they start work. In person or online.
Professional preparation of fire patrols. We train the members of the workplace patrol (§ 18) and the assistance patrol (§ 19 of Decree No. 121/2002 Coll.) — the workplace patrol at least once every 12 months (§ 23 ods. 4), the assistance patrol before the activity begins and, on repetition, at least once every 12 months (§ 23 ods. 7), in both the theoretical and practical parts.
Inspections of fire extinguishers and fire equipment. We arrange the inspection of portable fire extinguishers at least once every 24 months (§ 9 ods. 4 of Decree No. 347/2022 Coll.), the inspection of fire water mains and hydrants at least once every 12 months (§ 15 ods. 2 of Decree No. 699/2004 Coll.) and the inspection of fire closures at least once every 12 months (§ 9 ods. 6 of Decree No. 478/2008 Coll.) — keeping the prescribed documentation.
Ongoing supervision and representation during an HaZZ inspection. We watch all the deadlines for you, continuously update the documentation in line with the actual situation (at least once every 12 months and after every change, § 31 ods. 3) and, in the event of state fire supervision under § 25 of Act No. 314/2001 Coll., we represent you — we prepare the documents and communicate with the inspector.
From experience: the most common critical error is outdated documentation with the non-existent term „fire statute“. The valid wording of Decree No. 121/2002 Coll. does not recognise it — the first type of documentation is the fire identification card (§ 24 ods. 1 písm. a + § 25). We will bring your documentation into line with the current wording of the regulations.
In-house employee vs. external fire protection technician — what pays off for a company
Under § 9 ods. 1 of Act No. 314/2001 Coll., only a natural person with professional competence may be a fire protection technician. § 9 ods. 2 directly lists what a company ensures through the fire protection technician: performing preventive fire-safety inspections, determining places with an increased risk of fire and the number of fire patrol members, carrying out OPP training and professional preparation of patrols, drawing up and maintaining OPP documentation, setting fire-safety requirements for the use of a structure, and organising and evaluating practice fire alarms.
A distinct role is the fire protection specialist under § 9 ods. 3 — they address the fire safety of structures in the project documentation, the assessment of products and the analysis of fire risk. For a company's ordinary operational agenda you need a fire protection technician; a fire protection specialist only for projects and construction.
Professional competence and its verification are governed by § 11. The fire protection technician's certificate is issued by the regional directorate of the HaZZ and is valid for five years (§ 11 ods. 6); after it expires it is renewed by a new verification following completion of further professional preparation. (A certificate with no time limit is obtained only after a third acquisition and ten years of practice — § 11 ods. 7 — and is then subject to mandatory update preparation once every five years.) The qualification of a fire protection technician is governed solely by Act No. 314/2001 Coll. and Decree No. 121/2002 Coll. — not by mining regulations.

OPP documentation
The types of fire-protection documentation are listed in § 24 ods. 1 of Decree No. 121/2002 Coll. They include in particular: the fire identification card (§ 25), the workplace fire rules (§ 26), the fire alarm directives (§ 27), the fire evacuation plan (§ 28), the fire log book (§ 29), the analysis of fire risk, records of inspections of fire equipment (fire extinguishers, fire closures, electrical fire signalling, fire water mains), data on fires and their analyses, documentation on employee training and on the professional preparation of patrols. The documentation is kept in written form and is prepared by the fire protection technician.
The fire log book serves to record preventive inspections carried out, deficiencies identified and the manner of remedying them. The documentation is approved by the statutory body, the self-employed person or an authorised person (§ 31 ods. 1) and is reviewed at least once every 12 months, after every change and after a fire (§ 31 ods. 3). For residential buildings, documentation to the extent of písm. g) and m) suffices (§ 24 ods. 2).
OPP training
Under § 21 ods. 1 of Decree No. 121/2002 Coll., fire-protection training is carried out, unless the employer sets a shorter interval, at least once every 24 months for managerial and other employees and once every 12 months for persons providing OPP outside working hours. New employees must be trained after assignment to the workplace, before they start work (§ 22 ods. 1). We deliver training in person and online and issue a complete training record.
Fire patrols
Decree No. 121/2002 Coll. distinguishes between the workplace patrol (§ 18 — established at workplaces with places of increased fire risk) and the fire assistance patrol (§ 19 — established for activities with an increased risk of fire and for events attended by a larger number of people). Professional preparation of the workplace patrol is carried out at least once every 12 months (§ 23 ods. 4). The number of members and their tasks will be determined by our fire protection technician during the survey.
Inspections of fire equipment and fire extinguishers
Inspections have their own statutory intervals (see the table of intervals below) — we arrange them, including through the fire-equipment inspection service, and we watch the deadlines for you. For chimneys and flues, precise intervals apply under Decree No. 401/2007 Coll.

An HaZZ inspection coming? We will face it for you
State fire supervision is carried out by the Fire and Rescue Corps in a three-tier structure: the district directorate of the HaZZ (§ 28), the regional directorate of the HaZZ (§ 27) and the Ministry of the Interior of the Slovak Republic (§ 26). Part of the supervision is a fire-safety inspection under § 25 of Act No. 314/2001 Coll. — this is not carried out in family houses and residential buildings with up to 8 above-ground storeys (§ 25 ods. 1 písm. a).
The supervising authority is, under § 25 ods. 2, entitled to enter the company's buildings accompanied by an authorised person, to require the cooperation of employees, to make a visual record of identified deficiencies and copies of documentation; before the inspection it must present its authorisation. A record is drawn up of the inspection (§ 25 ods. 3) with the inspection findings, the measures imposed and the deadlines for remedying deficiencies, and with the signature of the statutory body. The deadline for remedying deficiencies is set by the supervising authority in the record or decision — the law does not lay down a fixed deadline.
What fines are at stake
For breaching obligations, the regional or district directorate of the HaZZ may impose a fine. The amounts are not symbolic:

A fine under § 59 may be imposed within 1 year of the day on which the state fire supervision authority learned of the breach, and at the latest within 3 years of the breach (§ 60). In the case of a repeated breach of an obligation for which a fine has already been imposed in the previous three years, a further fine of up to double may be imposed under § 59 ods. 5.
During an HaZZ inspection we represent you: we prepare complete materials, present the documentation in order and communicate with the inspector. The aim is for the inspection to proceed without deficiencies and without sanctions.
OPP for self-employed persons and sole traders
Unlike BOZP, which is tied to employees, obligations in the area of fire protection arise from the very use of buildings and premises for business. Even a self-employed person or sole trader without employees is a self-employed person under § 4 of Act No. 314/2001 Coll. — if they have an operation, workshop, shop or warehouse, the OPP obligations apply to them.
The law, however, makes allowance for small operations. Under § 7 ods. 1 of Act No. 314/2001 Coll., defined small operations have a reduced scope of obligations (generally premises up to 100 m², no more than 5 employees and without activities with an increased risk of fire). OPP by type of operation — manufacturing, warehouse, office, HoReCa, agriculture
Both the risks and the statutory inspection intervals differ according to the nature of the operation. The intervals of preventive fire-safety inspections are governed by § 14 ods. 1 of Decree No. 121/2002 Coll. — the stated intervals are maximums and the statutory body may set shorter ones:
- Manufacturing, warehouses, workshops, HoReCa kitchens and other buildings and premises — inspection at least every 3 months (§ 14 ods. 1 písm. c). This is the residual category „other buildings or premises“, which includes engineering and chemical operations, flammable-goods warehouses, paint shops, welding workplaces, bakeries and restaurant kitchens.
- Administration and offices — inspection at least every 6 months (§ 14 ods. 1 písm. b).
- Residential buildings and buildings with occasional workplaces — inspection at least every 12 months (§ 14 ods. 1 písm. a). An occasional workplace is one where the employee is not regularly bound and is present occasionally, at intervals of several days (inspection, maintenance, repair).
In retail and HoReCa, escape routes for gatherings of people and any assistance patrols must additionally be addressed. In agriculture and the storage of hay, straw and flammable liquids, special regulations apply. For each operation we set up documentation, intervals and patrols tailored to its real risks.
Exemption for the smallest companies: under § 7 ods. 1 of Act No. 314/2001 Coll., the simplified regime applies only on the cumulative fulfilment of three conditions — defined premises up to 100 m², no more than 5 employees and without places of increased fire risk. Even then the company carries out training and verification (§ 4 písm. e) and at the same time the obligations of a natural person. If even a single condition is not met, the full scope of § 4 and § 5 applies.
Why OPP cannot be postponed — figures that speak clearly
A fire comes without warning — and so does an HaZZ inspection. That this is not theory is borne out by the official figures for 2024:
The number of fires rose by 21.9% (+1,384) compared with 2023. The most common cause was the negligence and carelessness of adults (44.8%), followed by operational and technical faults (15.8%), arson (9.1%) and faults in heating equipment (6.7%). At the same time, firefighters saved property worth almost 459 million euros.
