What is the construction machinery operators' training course
The construction machinery operators' training course is professional training, after completing which you receive a certificate of completion of education and training for operators — a certificate under § 16 ods. 1 písm. b) of Act No. 124/2006 Coll., which authorises you to operate selected construction machinery and equipment in the construction sector.
Selected construction machinery is listed in Annex No. 1a, point q) of Act No. 124/2006 Coll. (qualification group 08.1). The certificate is issued by a person authorised to provide education and training, not by the labour inspectorate. Related courses include agricultural machinery operator training and forestry machinery operator training; we can also arrange comprehensive BOZP training.
Who the course is for
The course is aimed at individuals operating machinery in the construction sector, and at companies that must ensure professionally competent operators.
For individuals
A certificate for operating construction machinery is a sought-after qualification in the construction sector. Operating these machines carries elevated risk, so professional competence is a condition of employment with most employers.
For companies and employers
Under § 6 and § 12 ods. 2 písm. d) of Act No. 124/2006 Coll., an employee may only operate these machines on the basis of a certificate and a formal authorisation. The certificate is tied to a specific individual; operating without it during an inspection risks a fine and, in the event of an accident, criminal liability.
Types of construction machinery and categories
Selected construction machinery is classified under Annex No. 1a, point q) of Act No. 124/2006 Coll. into the following types:
| Type of machinery | Examples |
|---|---|
| Earthmoving machinery | bulldozer, excavator and trencher, loader and unloader, milling machine and ditcher, scraper, pipe layer, roller |
| Machinery for the production and processing of construction materials | machines for the production, processing and treatment of construction materials and concrete |
| Other construction machinery and equipment | special machinery used in construction work in accordance with Annex No. 1a |
Certificate, not a 'licence': the output is a certificate of completion of education and training (§ 16 ods. 1 písm. b), not a licence or an authorisation certificate — those are issued for other activities (such as crane operation or load slinging). Colloquially the certificate is sometimes called a 'machine operator's licence', but the official term is 'certificate'.
Course content and final examination
The course is based on Decree No. 356/2007 Coll. and has a minimum scope of 16 hours of basic vocational training. It may only be delivered by a person authorised to provide education and training for group 08.1.
Theoretical and practical part
Theory covers legal regulations, machine construction and maintenance, safe working procedures, and the risks of operation. Practical operation of the specific machine is, under Slovak legislation, acquired directly with the employer (on-the-job familiarisation) — the course certifies professional competence; practical familiarisation can be arranged on request.
Final examination
Professional knowledge is assessed by a written test and oral examination before the examination board. After successful completion, the certificate for operating construction machinery is issued.
Legal basis, obligations and penalties
The operation of construction machinery is governed by Act No. 124/2006 Coll. and Decree No. 356/2007 Coll.
Key regulations
The certificate is issued under § 16 ods. 1 písm. b) of Act No. 124/2006 Coll. for the activity listed in Annex No. 1a, point q). The conditions for issue include a minimum age of 18 years and medical fitness (§ 16 ods. 2 a 4). The certificate must contain a registration number, the registration number of the training organisation's authorisation, and the provision under which it is issued (§ 16 ods. 5).
Penalties for violations
If the labour inspectorate finds that an employer has allowed machines to be operated without the required professional competence, the following fines may be imposed under § 19 of Act No. 125/2006 Coll.:
| Violation | Fine | Legal basis |
|---|---|---|
| BOZP (occupational health and safety) regulations violated (employer) | up to €100,000 | § 19 ods. 1 písm. a) |
| Accident causing serious bodily harm / death | at least €20,000 / at least €33,000 | § 19 ods. 1 písm. a) |
| Serious breach of BOZP obligations | from €1,000 to €200,000 | § 19 ods. 2 písm. b) |
Note — issued by the authorised training provider, not the inspectorate: the certificate is issued by a person authorised to provide education and training (a training organisation holding an NIP authorisation). The labour inspectorate only withdraws the certificate in the event of a serious violation (§ 16 ods. 11).
Certificate, validity and renewal
The certificate of completion of education and training is issued for an indefinite period under § 16 ods. 5 of Act No. 124/2006 Coll. Its validity is, however, conditional on the ongoing fulfilment of obligations (§ 16 ods. 12):
- Refresher instruction: at least once every 3 years (§ 7 ods. 5 of Act No. 124/2006 Coll.). This is the statutory minimum — some companies apply shorter intervals (12 or 24 months) based on internal standards or operational rules, but the law stipulates three years.
- Continuing professional development (AOP): within 5 years of issue and then every 5 years (§ 16 ods. 8); the minimum scope is 6 hours.
- Preventive medical examination (LPP): within 5 years (§ 16 ods. 6); if medical fitness is lost, the certificate becomes invalid.
Refresher instruction (3 years) and continuing professional development (5 years) are two separate obligations — one does not substitute for the other. We can monitor and remind your company of both deadlines in good time.
How to obtain the certificate — procedure
The path to the certificate has five steps — our team will guide you from the medical fitness certificate to the issue of the certificate.
Medical fitness certificate Obtain a medical fitness certificate for work — when the certificate of completion is issued, it must not be more than six months old (§ 16 ods. 4 of Act No. 124/2006 Coll.).
Registration and scheduling Contact us with the number of participants and the categories of construction machinery they will be operating. We will agree on a date and scope.
Theoretical preparation The trainer will cover legal regulations, machine construction and maintenance, safe working procedures, and BOZP (occupational health and safety) principles. The basic vocational training has a minimum scope of 16 hours.
Final examination Professional knowledge is assessed by written test and oral examination before the examination board.
Issue of the certificate After successful completion, the person authorised to provide education and training will issue you with a certificate of completion of education and training for the operation of construction machinery. We will notify you of the deadlines for refresher instruction, medical examinations (LPP), and continuing professional development.

Stručná odpoveď
The “Operation of construction machinery” course is intended for company employees who operate selected construction machines – for earthworks (excavator, dozer, loader, roller, milling machine), for concrete mixtures (concrete mixing plant) and others (compressor, snow machine). It is delivered as education and training of at least 16 hours under Decree No. 356/2007 Coll. (group 08). After successful final knowledge verification, the participant obtains a document for operating selected construction machines.
Časté otázky – Construction machinery
The course is intended for company employees who operate selected construction machines and equipment as part of their work. Under § 16 ods. 2 a 4 of Act No. 124/2006 Coll., a participant must be at least 18 years old and have medical fitness evidenced by a medical assessment no older than six months. We provide the training for entire work groups directly at your company or on our premises.
Selected construction machines are listed in Annex No. 1a písm. q) of Act No. 124/2006 Coll. For earthworks these are the dozer, excavator and digger, loading and unloading machine, milling machine and trencher, scraper, pipelayer and roller. Then machines for producing and processing building materials and concrete, and other construction machines. We adapt the range of machines for your company to the equipment your employees actually operate.
After successful final knowledge verification, the participant obtains a record of completed education and training for operating selected construction machines under § 16 ods. 1 písm. b) of Act No. 124/2006 Coll. — not a licence card or certificate. Colloquially the record is also called a “machine operator's card”.
The record is issued by a person authorised to provide education and training (a training organisation authorised by the National Labour Inspectorate), not by the labour inspectorate. The labour inspectorate only withdraws the record in the event of a serious breach of regulations under § 16 ods. 11 of Act No. 124/2006 Coll.
Under Decree No. 356/2007 Coll., the basic professional training for operating selected construction machines has a duration of at least 16 hours (qualification group 08.1). The training combines safety-focused theoretical preparation with final knowledge verification. For company groups, we can adapt the date and organisation to your operation.
Here two separate obligations meet. Under § 7 ods. 5 of Act No. 124/2006 Coll., refresher familiarisation of employees is carried out at least once every three years (the statutory minimum; part of the market states shorter intervals based on an internal STN standard). In addition, the record holder is obliged to complete refresher professional training within five years of the date the record was issued and thereafter every 5 years under § 16 ods. 8; its minimum duration is 6 hours. For your company, we can set up reminders of the due dates.
Under § 16 ods. 5 of Act No. 124/2006 Coll., the record is issued for an indefinite period. It becomes invalid if the holder does not undergo a preventive medical examination (within 5 years, § 16 ods. 6), fails to complete refresher professional training (within 5 years, § 16 ods. 8) or has the record withdrawn (§ 16 ods. 12).
It is the same thing — only the official versus the colloquial name. For operating construction machinery, a record of completed education and training is issued under § 16 ods. 1 písm. b) of Act No. 124/2006 Coll., which is colloquially called a “machine operator's card”. An actual licence card or certificate (písm. a) is issued for other activities — for example a crane operator, a load slinger or forklift trucks.
Under § 19 of Act No. 125/2006 Coll., an employer faces a fine of up to EUR 100 000, and for a serious breach from EUR 1 000 to 200 000. If the breach results in an occupational accident causing serious harm to health, the fine is at least EUR 20 000, and in the case of death at least EUR 33 000. The record is tied to a specific person.
Under Slovak rules, the course focuses on theoretical professional training and knowledge verification; the employee acquires practical operation of a specific machine through hands-on training directly at the employer. We can arrange practical training on request according to the type of machines.
A record issued under Slovak regulations is valid throughout the territory of the Slovak Republic. For work abroad, recognition of the qualification is governed by the rules of the given state and the employer's requirements, so we recommend checking the specific conditions.
Professional knowledge is verified by a written test and an oral examination before an examination board. After successful completion, a record of completed education and training for the operation of construction machinery is issued.
