What large companies handle differently from small ones

For a company with 50, 100 or 500 employees, BOZP (occupational health and safety) is not a matter of a single document but of a system. Statutory obligations increase with company size: above 100 employees, § 20 of Act No. 124/2006 Coll. requires the employer to establish a BOZP committee as an advisory body in which more than half of the members are employee representatives. From 10 employees, you must appoint employee safety representatives under § 19.

A large company typically operates multiple sites in different cities — separate documentation for each facility, coordination of contractors at shared workplaces, a larger fleet of reserved technical equipment (VTZ) and higher-risk operations in categories 3 or 4. On top of that comes market pressure: corporate buyers and public tenders increasingly require an ISO 45001 certificate, and in petrochemicals and energy an SCC certificate.

For an HR manager, HSE manager or director, this means one thing: safety must be managed centrally, consistently and demonstrably. That is the difference between a small and a large company — not a different law, but a different level of complexity.

BOZP coordination across multiple sites

When a company operates several plants, warehouses or branches, a two-sided coordination problem arises — internal (uniform management across sites) and external (coordination with contractors).

External coordination is governed directly by law. Under § 18 ods. 1 of Act No. 124/2006 Coll., where employees of more than one employer carry out tasks at a shared workplace in a way that could endanger their safety, cooperation, coordination of activities and mutual information-sharing must be agreed in writing. Note the distinction: for construction work, refurbishments or maintenance of technological equipment, Government Regulation No. 396/2006 Coll. applies — meaning that even a refurbishment within your own premises requires a safety coordinator.

In-house vs. external BOZP technician

Many large companies weigh up whether to employ their own safety technician or to outsource the service. Both routes are lawful — under § 21 of Act No. 124/2006 Coll., the safety service (BTS) may be performed by in-house qualified employees or by an external provider. BOZP audits and compliance — what and when

An audit is a tool that tells you whether your BOZP system actually works — not merely whether documentation exists. We distinguish three main types.

  • Internal audits are part of BOZP management and, for ISO 45001-certified systems, are a direct requirement of the standard (clause 9 — Performance evaluation).
  • External pre-certification audits are carried out by the certification body before granting the ISO 45001 or SCC certificate; a pre-certification audit by a consultant uncovers non-conformities earlier.
  • BOZP audit by Alpha Safety — a thorough review of documentation, the condition of workplaces and machinery, OOPP, validity of VTZ inspections and work categorisation, with a written report.
  1. Carry out an initial audit across all sites. The auditor checks documentation (risk assessment per § 6 ods. 1 písm. c), BOZP (occupational health and safety) policy framework per § 6 ods. 1 písm. k), operating rules, training records), the condition of workplaces and machinery, use of OOPP (personal protective equipment), validity of VTZ (reserved technical equipment) inspections and work categorisation. The output is a report listing shortcomings, corrective measures and deadlines.

  2. Set up the statutory bodies required by your company's size. From 10 employees, appoint employee safety representatives (§ 19 of Act No. 124/2006 Coll.); above 100 employees, establish a BOZP committee as an advisory body (§ 20). With 11 or more employees, draw up a written BOZP policy framework (§ 6 ods. 1 písm. k)).

  3. Set up coordination at shared workplaces. Where employees of more than one employer carry out tasks at a shared workplace in a way that could endanger their safety, cooperation, coordination of activities and mutual information-sharing must be agreed in writing under § 18 of Act No. 124/2006 Coll. For construction work and refurbishments in your own premises, Government Regulation No. 396/2006 Coll. applies (safety coordinator).

  4. Consolidate documentation and records centrally. Instead of managing BOZP separately at each site, assign a single point of contact, maintain central records of documentation and training, and use uniform templates across all locations. The director or HSE manager then has a single overview, and documentation is consistent at any site inspection.

  5. Manage the VTZ fleet and categorisation of hazardous work. Register and classify equipment under Decree No. 508/2009 Coll. (groups A, B, C), set inspection intervals from annexes 5 to 10 and monitor compliance. For hazardous work in categories 3 and 4 under § 31 of Act No. 355/2007 Coll., provide a full-scope PZS (occupational health service).

  6. Prepare your company for certifications and tenders. For public tenders and corporate buyers, prepare the documentation and system for ISO 45001:2018 certification, and for SCC where your contractors enter petrochemical or energy facilities. Procurement typically also requires NIP (National Labour Inspectorate) authorisations, liability insurance and references.

A labour inspector has the right to arrive for an inspection without prior notice — as a routine visit or following an employee complaint or a workplace accident. A well-prepared system and orderly documentation are your best defence.

ISO 45001 — certification and BOZP management system

ISO 45001:2018 is the first global standard for an occupational health and safety management system. It was published by the International Organisation for Standardisation on 12 March 2018; it was prepared by project committee ISO/PC 283 with the secretariat of the British BSI and the participation of more than 70 countries. The standard replaced the older OHSAS 18001; the Slovak version was issued as STN ISO 45001:2019.

The standard is built on the PDCA cycle (Plan – Do – Check – Act) and risk-based thinking. It requires strong top-management commitment and assessment of the organisational context. Thanks to the harmonised clause structure it can be integrated with ISO 9001 (quality) and ISO 14001 (environment) into a single management system. Companies typically need it as a requirement in public tenders and from corporate customers — most commonly in the automotive and food industries.

SCC for contractors in industry

SCC (Safety Certificate Contractors) is an internationally recognised certification standard for occupational safety, health and environmental protection, targeting contractors and subcontractors providing technical services on other companies' premises. It originated in the petrochemical industry as a tool for clients to objectively assess contractors' safety policies; it is mutually recognised with the Dutch VCA standard.

SCC is required when you wish, as a contractor, to carry out installation, maintenance, construction and service work on clients' premises in the chemical and petrochemical industry, energy sector or refineries (typically Slovnaft or MOL). Both the whole company and its workers are certified; the highest level, SCCP, targets process safety in petrochemicals. It is an advantage if you already have ISO 45001 or ISO 14001 in place — the requirements overlap significantly. Work categorisation and PZS for hazardous operations

In manufacturing and industrial operations, employees are exposed to work and environmental factors — noise, vibration, chemical substances, physical load. Act No. 355/2007 Coll. in § 31 classifies work into four categories according to the level of health risk; the detailed conditions are set by Decree of the Ministry of Health of the Slovak Republic No. 448/2007 Coll.

Category 1 means work without risk, category 2 means increased exposure without exceeding limits. Categories 3 and 4 are hazardous work — for these, a full-scope occupational health service PZS is mandatory and health surveillance is more intensive. PZS in practice covers health-risk assessment, a risk opinion, work categorisation, operating procedures and preventive medical examinations in relation to work.

VTZ inspections for a large equipment fleet

A large company operates tens or hundreds of technical devices — electrical distribution systems and appliances, lightning conductors, pressure vessels, gas networks and boiler rooms, lifts, cranes and elevating work platforms. Decree No. 508/2009 Coll. classifies them by hazard level into groups A, B and C; group A and B equipment is reserved technical equipment (VTZ) and is subject to professional inspections, tests and official tests at prescribed intervals.

For a large company, scheduling and record-keeping are critical. The most common mistake is inconsistent management — one site tracks due dates, another does not. OPP across multiple facilities

Fire protection (OPP) is a separate field governed by Act No. 314/2001 Coll. and Decree No. 121/2002 Coll. Where multiple sites are in operation, fire-safety documentation must be maintained for each facility separately — the workplace fire order, fire alarm directives, evacuation plans and the composition of fire brigades are approved by the statutory body and reviewed after every change, at least once every 12 months.

  • Fire protection technician (TPO) under § 9 of Act No. 314/2001 Coll. — preventive fire-safety inspections, OPP documentation, training and professional preparation of brigades for the entire group of facilities.
  • Preventive fire-safety inspections under § 14 of Decree No. 121/2002 Coll. — in standard administrative premises once every 6 months, in other premises once every 3 months.
  • Fire extinguishers every 24 months (§ 9 of Decree No. 347/2022 Coll.), fire water mains and hydrants every 12 months (Decree No. 699/2004 Coll.).
  • Sanctions up to 8,298 euros (§ 59 ods. 1), for serious offences up to 16,596 euros — with multiple facilities the risk multiplies.

SCC (Safety Certificate Contractors) is a certificate for contractors carrying out work on customers' premises in the petrochemical and chemical industries and in the energy sector. It applies to you if you are a contractor providing assembly, maintenance or construction work for companies such as Slovnaft or MOL.

Under § 19 of Act No. 124/2006 Coll., an employer with at least 10 employees must appoint employee safety representatives. With more than 100 employees, there is an additional obligation to set up an occupational health and safety committee under § 20.

The auditor checks the documentation (risk assessment, BOZP policy concept, operating rules, training records), the state of workplaces and machinery, personal protective equipment, the validity of inspections of reserved technical equipment (VTZ) and the categorisation of work. The output is a written report with specific shortcomings, measures and deadlines for remedying them.

The accident must be reported without delay, its cause investigated, a record drawn up and measures adopted. In the case of a fatal or serious accident, the labour inspectorate is notified without delay. An inspection may arrive unannounced. Yes, if you employ 11 or more employees or your economic-activity code is listed in Annex No. 1 to the Act. Under § 6 ods. 1 písm. k) of Act No. 124/2006 Coll., it must be drawn up in writing, evaluated regularly and updated as needed, including the implementation programme.

Under § 30a of Act No. 355/2007 Coll., the occupational health service (PZS) provides health surveillance of employees. A simplified model applies to work categories 1 and 2, while for high-risk categories 3 and 4 the PZS is mandatory in full scope, with a physician specialised in occupational medicine and preventive medical examinations at least once every two years (cat. 3) or once a year (cat. 4).

The equipment is recorded and classified under Decree No. 508/2009 Coll. into groups A, B and C. For each item of reserved technical equipment (VTZ), inspection intervals are set from Annexes No. 5 to 10 and their compliance is monitored.
